Weapons Sales to Israel are Used for War Crimes: Introduce JRDs Now!

I write to urgently demand that you introduce, cosponsor, and firmly support Joint Resolutions of Disapproval (JRDs) to block the Trump administration’s latest weapons packages to Israel and to reassert Congressional oversight authority over arms transfers. Recently, the administration has pushed forward the delivery of more than $6.5 billion worth of weapons to Israel — including Apache helicopter gunships, infantry assault vehicles, and armored personnel carrier parts — despite failing to uphold Congressional oversight and reporting requirements and despite overwhelming evidence of these weapons being used in atrocities in Gaza. Under the Arms Export Control Act and the Foreign Assistance Act, Congress has a clear statutory role in overseeing major defense articles and services provided to foreign governments. These laws also prohibit U.S. assistance from going to countries that engage in a consistent pattern of gross violations of internationally recognized human rights or block the delivery of U.S. humanitarian aid — conditions that are plainly implicated by Israel’s actions in Gaza. Sending additional weaponry without transparent and meaningful Congressional review makes the United States complicit — legally and morally — in the ongoing atrocities against Palestinians. It also undermines the constitutional separation of powers and erodes Congress’s authority over foreign military financing and arms transfers. I therefore call on you to: 1. Introduce or cosponsor Joint Resolutions of Disapproval (JRDs) under the Arms Export Control Act and related statutes to block these pending weapons deliveries. 2. Vote for these JRDs when they come to the floor, demonstrating that Congress will not abdicate its oversight responsibilities. 3. Hold hearings and demand full briefings from the Administration on the legal basis and oversight of weapons transfers to ensure compliance with U.S. law and the protection of human rights. Blocking these weapons transfers and reclaiming Congressional oversight is not only a legal obligation but a moral imperative. Continued U.S. weapon shipments to Israel in the context of documented war crimes and displacement only deepens U.S. complicity, further endangers civilians, and weakens U.S. credibility on human rights globally. I strongly urge you to take immediate action by supporting JRDs and by standing up for robust Congressional authority and human rights. Thank you for your attention to this urgent matter.
