I am writing to urge you to oppose the Rescissions Act of 2025 (HB4), which would permanently rescind over $10 billion in critical funding for foreign assistance, international organizations, and public broadcasting. This legislation, implementing rescissions proposed by the President on June 3, 2025, would severely undermine America's global leadership and humanitarian commitments. The bill cuts deeply into programs that advance both our national security interests and our moral obligations. It rescinds $2.5 billion from Development Assistance, $1.65 billion from the Economic Support Fund, $800 million from Migration and Refugee Assistance, and $500 million from Global Health Programs. These are not abstract budget lines but lifelines for vulnerable populations and tools of American diplomacy that prevent conflicts and build stable partnerships. The legislation also slashes $436.9 million from International Organizations and Programs and over $360 million from contributions to international organizations and peacekeeping activities. At a time when global challenges require coordinated responses, withdrawing from our international commitments weakens our influence and cedes leadership to other nations. These cuts will damage relationships with allies and reduce our ability to shape international outcomes in our favor. Domestically, HB4 eliminates all funding for the Corporation for Public Broadcasting for fiscal years 2026 and 2027. Public media serves millions of Americans, particularly in rural and underserved communities where commercial broadcasting is inadequate. This programming provides educational content, emergency information, and nonpartisan news coverage that strengthens our democracy. Foreign assistance represents less than one percent of the federal budget but delivers outsized returns in security, economic opportunity, and humanitarian impact. Cutting these programs is penny wise and pound foolish, forcing future administrations to address crises that could have been prevented. I urge you to vote against HB4 and protect investments that reflect American values and advance our national interests.
