Block any clean reauthorization of FISA Section 702. This law should only be extended with meaningful reforms, including warrant requirements for accessing Americans' communications. The White House is pushing for a no-strings extension, and that cannot happen. Section 702 was designed to target foreign nationals, but the FBI has exploited its loopholes to surveil peaceful protesters, journalists, lawmakers, Congressional staff, thousands of campaign donors, and even a judge who reported civil rights violations by local police. The technology landscape since 2008 has changed dramatically, and over one hundred civil liberties groups warned Congress in a March 2025 letter that AI will only expand the opportunities for abuse. The law has not kept pace with these realities. A clean reauthorization rewards years of documented abuse with zero accountability.
