Elon Musk's access is unconstitutional

I am deeply concerned about the access and reach that Elon Musk has into the federal government. With his takeover of USAID and putting federal employees on leave, I am fearful of the precedent this sets. Only Congress can appropriate funds. I would like to know what the Congress person plans to do in response to this hostile and unconstitutional takeover?
