Trump is in the news again for suggesting that he will change the US Census to exclude millions from their Constitutional right to representation. The 14th Amendment of the U.S. Constitution explicitly states that congressional representation and apportionment must be based on the "whole number of persons in each State," which the Supreme Court has historically interpreted to mean all residents regardless of legal immigration status. Per federal law and the Constitution, the president does not possess final or unilateral authority to rewrite how the census is conducted or define population counts for apportionment. Statutory changes require Congressional approval. I strongly oppose any action from Congress that would undermine the Constitutional right to fair and equal representation. Do not allow any such changes to be made.
