Vote against the Lindsey O. Graham Sanctioning Russia Act, or strip its tariff provisions before it reaches the House floor. Whatever its stated purpose, this bill hands Trump the authority to impose 100 percent tariffs on virtually any country, for any length of time, with legal cover so airtight that even the Supreme Court couldn't check it. That is not a sanction tool. That is a blank check. Congress has spent the past year and a half watching this president abuse every obscure trade law available to him. The answer to that is not to hand him a new, bulletproof one. The Senate passed this 86–11, with 21 Democrats as cosponsors — which means the House is the last line of defense. Tariff authority belongs to Congress. Surrendering it now, dressed up in bipartisan packaging, sets a precedent that will outlast this administration. Kill the tariff language, or kill the bill.
