We urge state governments to open ballot access for independent and third-party candidates by creating a fair, limited entry fee system that keeps elections orderly without shutting people out. Each state should set the ballot-entry price, but it should stay above 50 United States dollars and below 1,000 United States dollars, so the cost does not become a barrier that only well-funded political parties can manage. We also ask for a clear refund system tied to the share of votes a candidate receives. Candidates who reach at least 5 percent of the total vote should receive 50 percent of the ballot-entry cost back. Candidates who reach 10 percent of the total vote should receive the full amount back. This would reward genuine public support while encouraging serious candidates to compete and giving voters a real way to back new voices. A system like this, similar to the one used in the United Kingdom, would help more voices reach the ballot and give voters more real choices. Independent and third-party candidates often bring new ideas, local concerns, and fresh energy into public life, but too many are kept off the ballot by rules that are too hard to meet. Fair ballot access should welcome competition, not block it. We also believe these rules should allow candidates, no matter where they stand politically, to take part in debates as candidates. Voters deserve to hear from all serious options, not only the biggest names and the best-funded campaigns. We believe this change would strengthen democracy by making elections more open, more balanced, and more responsive to the people. When more candidates can run on a fair footing and participate in public debate, voters have a better chance to choose the ideas and leadership they truly want.
