Policies that rely on fear, surveillance, or coercion do not make Kansas safer—they make people less likely to seek help, report crimes, or participate in civic life. Legislation should protect due process, uphold constitutional rights, and keep local communities focused on public safety—not turn them into enforcement arms that erode dignity and fairness. I urge you to oppose HB 2438 and instead support humane, evidence-based policies that respect rights, strengthen communities, and keep Kansas aligned with its values.
