Revise bill's penalties on nonprofits to avoid crippling vital services

This legislation risks unduly penalizing a wide range of non-profit organizations, including every civil organization meant to help the public, by terminating their tax-exempt status if they inadvertently provide even minor support to groups linked to terrorism. The expansive scope could unfairly target churches, schools, museums, libraries, and countless other community service providers. While curbing terror financing is critical, this severe blanket approach fails to differentiate intentional material aid to terrorists from unintentional de minimis ties. Revoking tax exemptions could cripple vital services that disadvantaged populations rely upon from these nonprofit organizations. I urge revising the legislation to narrowly target proven, purposeful terror affiliations rather than jeopardizing all nonprofits over potentially innocent associations or minor errors. Safeguarding national security need not come at the cost of dismantling our civic institutions and safety net.
