Veto Senate Bill 3 – Protect Texans' Health, Economy, and Liberties

I am writing to express my deep concern regarding Senate Bill 3, which seeks to ban all consumable hemp-derived THC products in Texas. I urge you to veto this bill for the following reasons:
1. Misconceptions About Marketing to Minors
Proponents of SB 3 argue that hemp-derived THC products are being marketed to children. However, existing regulations already prohibit marketing these products to minors. The proposed ban would not address the root causes but instead eliminate access for responsible adult consumers.
2. Adverse Impact on Public Health
Many Texans, including veterans, rely on hemp-derived THC products for relief from chronic pain, PTSD, and sleep disorders. Banning these products could force individuals to seek less desirable alternatives, such as opioids or alcohol, which carry higher risks of addiction and adverse health effects.
3. Economic Consequences
The hemp industry in Texas is a significant economic driver, contributing approximately $5.5 billion in annual sales and supporting over 50,000 jobs. Implementing SB 3 could result in substantial job losses and decreased tax revenues, adversely affecting the state's economy.
4. Ineffectiveness of Prohibition
History has shown that prohibition often leads to unregulated black markets. Rather than banning hemp-derived THC products, a regulated framework would ensure product safety, restrict access to minors, and allow for proper taxation.
5. Inconsistencies in Medical Access
While there have been efforts to expand the Texas Compassionate Use Program, the current limitations still leave many patients without access to necessary treatments. Banning hemp-derived THC products would further restrict options for those in need.
In light of these considerations, I respectfully urge you to veto Senate Bill 3. Doing so would protect the health and well-being of Texans, preserve economic stability, and uphold individual liberties.
