Ensuring Rural Pennsylvanians’ Votes Are Counted: USPS Postmark Changes

To: Sen. Fetterman, Sen. McCormick, Rep. Houlahan

From: A constituent in Reading, PA

January 18

I am writing as a constituent deeply concerned about recent changes at the United States Postal Service and their potential impact on voters in Pennsylvania, particularly in rural areas where mail‑in voting is critical. Pennsylvania allows ballots to be submitted by mail, and many residents depend on this system to participate safely and reliably in our elections. Recent USPS changes to postmarking procedures and mail processing could inadvertently jeopardize the ability of voters to have their ballots counted. By shifting postmark dates to reflect when mail reaches regional processing centers rather than when it is dropped off at a local mailbox, and by consolidating mail pickups and reducing dispatches from local offices, ballots that were submitted on time could be considered late. This is especially concerning for voters in rural communities who often travel long distances to drop off their ballots and rely on timely postmarks to ensure their votes are counted. These operational changes, though framed as clarifications or efficiency measures, have very real consequences for voters and undermine confidence in the fairness and accessibility of our elections. Every voter deserves assurance that their participation in democracy will be honored and that systemic delays beyond their control will not disenfranchise them. I urge you to take swift action to protect the integrity of Pennsylvania’s mail‑in voting system. This could include ensuring that postmarks reflect the date ballots are deposited at local post offices, maintaining adequate processing and pickup schedules, and monitoring rural mail services closely in advance of elections. Our citizens should never face uncertainty about whether their legally submitted ballots will be counted. Thank you for your attention to this urgent matter and for representing the interests of all Pennsylvanians who rely on accessible and secure voting.
