The Rea Road Redemption Act - Shelter to Opportunity Section 1. Title: This Act may be cited as the "Rea Road Redemption Act" Section 2. Findings: Congress finds that: Existing emergency shelters already serve as trusted contact points. People experiencing homelessness often have to leave shelters during the day with no structured support, which increases risk. A "meet them where they are at" model that co-locates services reduces barriers. Section 3. Purpose: To create a voluntary, 24-hour Shelter-to-National Opportunity program that Utilizes shelters to offer daytime education and health linkage on-site, without changing basic shelter operations for those who do not opt in. Section 4. The Program: A) Opt-In Only: Participation is 100% voluntary with informed consent. No one loses a bed for not participating. Normal shelter rules stay the same for non-participants. B) Same-Site Daytime Hub: Shelters that receive the grant follow rules and guidelines with department of interior over-site and stay open during the day for participants and offer: Case management Life-skills and job-skills classes Adult education / GED prep on donated tablets Clothing and hygiene through donated goods (Goodwill, Salvation Army, etc.) Meals are available acoordinated with existing soup kitchens / food programs C) Health Linkage — Safe and Evidence-Based: Instead of detox under anesthesia, which major medical groups warn is high-risk and not a cure for addiction, participants are offered voluntary referral to licensed healthcare providers for: Medical evaluation for substance use Counseling FDA-approved medication-assisted treatment options like buprenorphine, naltrexone, etc., when a doctor determines it is appropriate. There is no single shot that permanently prevents all substance use, but there are long-acting medications that can help reduce cravings for some people when combined with counseling. Only long acting medications with an implant or dispersed as a shot because most patients are selling this strips in the street with no oversight. All medical care would be provided in licensed medical facilities, not in shelters, and must be free to the participant through existing Medicaid / federal health grants + proposed funding. D) Funding: Uses a mix of existing HUD, HHS, and Department of Education grants plus a new federal pilot fund, supplemented by charitable donations for clothing, tablets, and educational materials. This keeps our vision — sleep, eat, learn all in one place, using what we already have — but makes it safe, voluntary, and fundable. Job corps , US Army’s Corps Reserve military personnel should be able to provide training for those that opt in to applying national guard, ROTC, training for security services,administration assistance,tech support assistance, peer support mentoring personal group leadership support programs, therapeutic counselors, peace corps training, humanitarian aid training, speciality sports at local parks and facilities to include mascots and cheerleaders (competition with other counties eventually state nationals etc… economic classes for department of human services personnel programs, sales and business training programs, community care outreach training officer statistics for all depart states, public service worker training programs for citation departments and local municipalities and other upkeep groundskeepers state and government jobs (full benefits), recycling plant workshop to jobs, nursery plant workshops to job programs for state and federal facilities and all others that opt in for the people; farming industry and operations, physical fitness trainer certification and training programs to be certified as a safety instructor teaching skills for adults to protect themselves, education and physical training programs These are just some ideas that will actually turn into revenue for the program itself.
