Second, draft and pass comprehensive voting rights legislation that enshrines the following principles: 1. Protection of state and local authority in administering elections, as outlined in the Constitution. 2. Safeguarding of mail-in voting options for all voters, not just limited groups. 3. Prohibition of overly restrictive voter ID laws that disenfranchise eligible voters. 4. Funding and support for states to implement secure, accessible voting systems. 5.
