This represents a deliberate strategy to distribute detention buildout across hundreds of counties to avoid oversight. Under this model, counties hold leases, private operators run facilities, and ICE pays for beds without federal contracts subject to FOIA requests or congressional review. This creates an accountability black hole. This system is designed to hide what's happening from the public and from you. No community should be forced to host detention infrastructure without full disclosure and democratic input. These facilities have documented patterns of abuse, medical neglect, and deaths in custody.
