A leaked proposal from Sabot Consulting reveals plans for a 3,000-bed detention campus in rural Florida with opaque fencing and muted external signage. This represents a deliberate strategy to distribute detention buildout across hundreds of counties to avoid oversight. Under this model, counties hold leases, private operators run facilities, and ICE pays for beds without federal contracts subject to FOIA requests or congressional review. This creates an accountability black hole.
This system is designed to hide what's happening from the public and from you. No community should be forced to host detention infrastructure without full disclosure and democratic input. These facilities have documented patterns of abuse, medical neglect, and deaths in custody.
Block any funding for detention expansion that bypasses standard federal contracting and oversight mechanisms. Require all ICE detention arrangements to be subject to FOIA and congressional review regardless of the contracting structure. Visit existing facilities unannounced and make your findings public.
We need accountability, not secrecy.
