Comprehensive action needed to combat EBT fraud, support victims

To: Gov. Healey

From: A verified voter in Lawrence, MA

The rise in EBT card skimming and theft of food assistance benefits is a concerning issue that requires further investigation and action. Vulnerable members of our community are being victimized, having their limited resources stolen through fraudulent means. While arrests have been made for individuals involved in installing skimming devices, it appears this criminal activity is more widespread and organized. A comprehensive probe is necessary to identify the perpetrators, shut down their operations, and implement stronger security measures to safeguard EBT cards and funds. Furthermore, victims like Gary Rosemond face immense hardship due to these thefts, struggling to afford basic meals until their benefits are replenished. The Department of Transitional Assistance must prioritize reimbursing those impacted swiftly and transparently. Clear communication and a streamlined process are crucial to ensure vulnerable recipients do not endure further financial strain and food insecurity. Enhancing EBT card security through advanced anti-skimming technology, increased monitoring of payment terminals, and raising awareness among recipients are vital steps. However, the root causes enabling this exploitation must also be examined, potentially involving systemic issues of poverty, inequality, and gaps in social safety nets. A multi-faceted approach combining law enforcement, policy reforms, and community support is imperative to combat this pernicious issue and protect the dignity and well-being of all citizens.
