Petition to Protect Americans from Warrantless Mass Vehicle Surveillance Dear Members of Congress, We respectfully urge Congress to prohibit the use of AI-enabled mass vehicle surveillance systems, including automated license plate reader networks such as those operated by Flock Safety. These systems record and store the movements of millions of law-abiding Americans who are not suspected of any crime. By creating searchable databases that reveal where citizens travel, worship, work, seek medical care, and exercise their constitutional rights, these systems threaten fundamental protections guaranteed by the Fourth Amendment. The Founders rejected general warrants and suspicionless searches because they understood that liberty requires limits on government power. Modern surveillance technology now creates the ability to monitor entire communities continuously without individualized suspicion or judicial approval. We believe Congress should: Prohibit warrantless mass collection of vehicle movement data. Require probable-cause warrants for access to historical vehicle tracking information. Ban the creation of nationwide databases tracking the movements of law-abiding Americans. Restrict retention of vehicle location information. Establish meaningful penalties for misuse of surveillance data. Protect First Amendment activities from surveillance and tracking. Require transparency, public notice, and independent auditing of any government surveillance system. Public safety is a vital responsibility of government. However, constitutional freedoms must not be surrendered for convenience. Americans should not be required to sacrifice privacy, freedom of association, and freedom of movement simply to travel the public roads of their communities. We respectfully ask Congress to uphold the principles of the Fourth Amendment and protect citizens from warrantless mass surveillance. Sincerely,
