Support AB 1900: Guaranteed Health Care for All Californians
To: Asm. Rodriguez, Sen. Stern, Gov. Newsom
From: A verified voter in Valley Village, CA
February 13
I am writing as a constituent to respectfully urge you to support Assembly Bill 1900, the Guaranteed Health Care for All Act, which would establish the framework for a universal, single-payer health care system in California known as CalCare. Access to health care should not depend on employment status, income level, or the ability to navigate complex insurance networks. Today, too many Californians delay treatment, skip medications, or face financial hardship because care remains unaffordable or inaccessible. AB 1900 offers a path toward a simpler, more equitable system that treats health care as a basic public good rather than a privilege. AB 1900 is designed to ensure that all Californians can receive medically necessary care regardless of employment, income, age, or pre-existing conditions. The proposal envisions comprehensive coverage, including primary care, hospital services, prescription medications, mental health care, and long-term services, while eliminating the financial barriers created by copays, deductibles, and restrictive networks. Supporting AB 1900 is also a practical economic decision. The current system burdens families, employers, and the state with rising costs and administrative complexity. A single, coordinated financing system would reduce inefficiencies and allow California to focus resources on patient care rather than bureaucracy. Many Californians today face impossible choices between health care and basic necessities such as rent, food, and utilities — a reality that should not exist in one of the world’s largest economies. In addition, AB 1900 reflects growing public demand for health care reform and recognizes that health insecurity harms not only individuals but also workforce stability and economic mobility. When people are free to seek care without fear of financial ruin, communities become healthier and more productive. As your constituent, I believe California has both the opportunity and responsibility to lead on health care innovation. Our state has long been a national leader in advancing bold public policy, and AB 1900 represents a meaningful step toward a system where every resident can access care with dignity and security. I respectfully ask you to: • Publicly support AB 1900; • Vote in favor of the bill as it moves through committee and floor consideration; and • Work with your colleagues to advance policies that ensure universal, affordable health care for every Californian. Thank you for your service and for considering the needs of constituents who believe health care should be a right, not a privilege. I would appreciate hearing your position on AB 1900 and how you intend to support accessible health care for all Californians.
