An Open Letter
To: Sen. Baldwin, Sen. Johnson, Rep. Moore
From: A constituent in Milwaukee, WI

ICE is out of control, and your silence is making you complicit. Across this country, ICE agents are acting like an unaccountable paramilitary force instead of a law-enforcement agency bound by the Constitution. People are being injured and killed. Peaceful civilians are being pepper-sprayed simply for recording encounters — a clear violation of the First Amendment. Toxic green gas is being deployed in residential neighborhoods where families and children live. And most disturbing of all, agents are reportedly harassing children and using them as bait to lure adults. That is not law enforcement. That is cruelty. This behavior is unconstitutional, immoral, and completely incompatible with a democratic society. The Fourth Amendment does not disappear because someone is an immigrant. The First Amendment does not vanish because an agent is angry about being filmed. Due process does not cease to exist because Congress has chosen to look the other way. No agency has the right to terrorize communities, assault bystanders, poison neighborhoods, or traumatize children in the name of “enforcement.” ICE is operating without meaningful oversight, without transparency, and without accountability. That is dangerous. History shows us exactly where this kind of unchecked power leads — and it never ends well. Congress created ICE. Congress funds ICE. Congress has the authority and the obligation to rein it in. Where are the hearings? Where are the subpoenas? Where is the suspension of agents who abuse their power? Where is the investigation into chemical agents being used on civilians? Where is the protection for journalists, legal observers, and everyday Americans exercising their constitutional rights? Your job is not to protect an agency’s image. Your job is to protect the people. If any other government entity behaved this way — targeting children, gassing neighborhoods, attacking people for filming — it would be shut down immediately. ICE should not be above the law simply because its victims lack political power. Act now. Impose real oversight. Cut funding until constitutional compliance is enforced. Hold leadership personally accountable. Make it unmistakably clear that terrorizing communities is not policy — and never will be. The American people are watching. History is watching. And your inaction will not be forgotten. Do your job.
