Why Is Trump Offering $1M for Voter Fraud Tips Days Before the Election?
To: Rep. Beatty, Sen. Moreno, Sen. Husted
From: A verified voter in Columbus, OH
October 29
I am writing as your constituent to raise urgent concerns regarding recent announcements offering an unappropriated $1 million reward for reporting voter fraud, and the severe constitutional issues it creates. While the executive branch announced a "$1,000,000 reward" for reporting election fraud leading to arrests, official federal reward programs under 28 U.S.C. § 530C require strict statutory procedures, formal administrative regulations, and specific congressional appropriations. To date, no federal agency has identified an authorized funding line or the regulatory framework governing these payouts. Furthermore, the empirical record demonstrates that the stated justification is virtually non-existent: - Heritage Foundation Database: Independent analyses of the conservative Heritage Foundation’s election fraud database document roughly 70 to 99 proven cases of noncitizen voting nationwide across more than four decades—representing a molecular fraction (well under 0.0001%) of all ballots cast. - Federal List Revisions: Initial federal claims of widespread noncitizen registration have repeatedly broken down upon manual verification. Nevada’s initial claim of 15,903 registered noncitizens was narrowed to 185, all confirmed by state records as naturalized citizens. Similar match discrepancies have been acknowledged in other states. - Administrative Strain & Intimidation: High-dollar reward offers incentivize a flood of unfounded tips, wasting law enforcement resources and incentivizing vigilante confrontation at polling places—conduct banned under Section 11(b) of the Voting Rights Act and 42 U.S.C. § 1985(3). Congress holds exclusive Article I authority over federal appropriations and oversight of Department of Justice operations. I urge you to take immediate legislative and oversight action: 1. Mandate Statutory Accounting: Demand that the Department of Justice state in writing, on an expedited basis, what legal authority or appropriation line is being utilized, who will administer this reward, and what formal procedures govern payouts under 28 U.S.C. § 530C. 2. Reaffirm Voter Intimidation Protections: Direct the DOJ Civil Rights Division to issue formal guidance re-affirming strict enforcement of Section 11(b) of the Voting Rights Act against unlawful polling-place harassment. 3. Convene Judiciary Oversight Hearings: Hold hearings on Justice Department election operations, requiring administration officials to testify under oath regarding reward administration and list-verification procedures. 4. Enact Appropriations Restrictions: Include explicit statutory language in upcoming funding measures barring federal funds from being obligated or expended on unauthorized, ad-hoc election reward programs. Please uphold your Article I constitutional duties and ensure public funds and law enforcement resources are not used to undermine election administration. I look forward to your written response detailing your actions on this matter.
