Congressional capacity, prolonged absence, and accountability

I’m writing as an Arizona constituent because I’m concerned that Congress does not appear to have a clear, meaningful process for addressing prolonged medical absence or determining whether a sitting member remains capable of performing the duties of their office. Senator Mitch McConnell returned to the Senate this week after approximately three months away following hospitalization and rehabilitation related to serious health issues. My concern is broader than Senator McConnell or any one party. I had similar concerns during Senator Dianne Feinstein’s prolonged health-related absences. Members of Congress hold extraordinarily important public offices. When a member is absent for months because of significant health problems, I believe there should be an established, professional, nonpartisan process for determining whether that person is able to continue carrying out the responsibilities of the office. I would also like greater transparency regarding congressional compensation during extended absences. Members are salaried public officials, and constituents deserve to understand what rules govern continued pay when a member is unable to serve for a prolonged period. I’m asking you to consider supporting or developing legislation, Senate rules, or other appropriate procedures that address prolonged incapacity and absence in a consistent way regardless of party or individual member. I would appreciate knowing whether you support establishing such a process, and what you believe Congress should do when a member’s health prevents them from actively serving for an extended period.
