Who "established" DOGE?

Greetings, You recently replied to my letter regarding DOGE. I wanted to know under what authority and when this was established. Your response includes, "As you may know, the President signed an executive order establishing and implementing a Department of Government Efficiency (DOGE) to modernize the federal government and maximize governmental efficiency and productivity. For too long, Washington has been run by nameless, faceless bureaucrats who are not accountable to the American people. DOGE will provide desperately needed reform to restore transparency..." Senator, I realize you are new but figured you know that the President does NOT have authority to 'establish' a government department. Only Congress (you!) have this authority. Please answer my question with what YOU have done and under what authority DOGE was established. Second, you criticize the government as being run by 'nameless, faceless bureaucrats. Please give me an example of this! Could this be YOUR STAFF? I've sent over 10 emails to you in the past 2 months and this was the very first answer. BTW, I am a 35 year veteran of the US Army, both active duty and civilian and am insulted by your answer. Give me examples, you owe that to me now ~ especially since you criticized your staff and ME. Last, on transparency, provide me the top 10 'savings' found by DOGE. Has their been fraud and if so, what charges have been brought and against who? I expect an answer on ALL of these things. Your answer is quite inadequate and demonstrates your inexperience -- I have much more experience in government that you do and I'm not easily fooled.
