Best practices are often ignored when youth in the foster care system are placed in residential facilities. As a former child welfare worker in a specialized unit for delinquency and unruly youth, I am oftentimes appalled by the lack of care, safety, and treatment our youth receive. I have witnessed youth adapt to an institutionalized mindset, abused, and lack the treatment needed, due to the climate of the residential facility. Youth are further traumatized in such settings; therefore, it is essential that training, checks and balances are put in place to ensure our youth receive the proper care and treatment they need. Vote FOR this bill to safeguard our youth.
