Protect Non-Intoxicating Hemp and CBD While Regulating THC

To: Sen. Paul, Rep. Guthrie, Sen. McConnell

From: A constituent in Shepherdsville, KY

November 24

I am writing to express my deep concern about the recent ban on most US hemp products, which was added to a spending bill by Senator Mitch McConnell. This ban, set to take effect in 12 months, threatens to devastate a $28 billion industry that employs 300,000 Americans. While I understand the need to regulate intoxicating substances, I urge you to reconsider this blanket approach and instead focus on a more nuanced policy that protects both public health and our economy. The current ban, which prohibits products containing more than 0.4 milligrams of THC per package, would effectively eliminate most CBD products from the market. This is despite the fact that CBD is non-intoxicating and has shown promise in treating various medical conditions. We need a policy that distinguishes between intoxicating THC products and beneficial, non-intoxicating hemp and CBD products. I propose a three-pronged approach: First, maintain strict regulations on intoxicating THC products to ensure public safety. Second, create a separate regulatory framework for non-intoxicating hemp and CBD products, allowing them to remain on the market with appropriate quality controls and labeling requirements. Third, provide support and clear guidelines for hemp farmers to ensure they can continue to operate and contribute to our agricultural economy. This balanced approach would address concerns about intoxicating substances while preserving the livelihoods of hundreds of thousands of Americans and maintaining access to potentially beneficial CBD products. It would also align with the growing body of research supporting the medical potential of CBD. Time is of the essence. With the ban set to take effect in less than a year, uncertainty is already causing economic disruption. I urge you to act swiftly to introduce legislation that protects non-intoxicating hemp and CBD products while maintaining appropriate regulations on THC. This issue affects not only the hemp industry but also consumers who rely on these products and the broader economy of our state and nation. Thank you for your attention to this critical matter. I look forward to seeing your leadership in developing a more balanced and effective policy that serves both public health and economic interests.
