--- **Subject: Call to Modernize the Census and Voter/Program Rolls to Real-Time Updates** To the Members of Congress and State Legislators, The U.S. Constitution requires a full population count every 10 years. That made sense in 1787 when counts were done on horseback. It does not make sense in 2026 when we track births, deaths, driver’s licenses, and tax filings daily. Right now, federal funding, congressional seats, and redistricting are all tied to data that can be a decade out of date. Meanwhile, outdated rolls allow fraud in voting, Social Security, and other programs. Dead individuals remain on lists, and states cannot adjust representation to reflect real population shifts until the next census. I propose the following changes: 1. **Amend the Constitution or federal law to require annual population updates** using existing administrative records from SSA, IRS, state DMVs, and vital records. The full decennial count can remain for verification, but apportionment and funding should use the most current data. 2. **Create a secure, interoperable national database** that updates in real time when a death, move, or new birth is recorded. This would automatically remove deceased individuals from voter rolls, Social Security, and other benefit programs. 3. **Allow states to redistrict annually** based on the updated federal data, so representation reflects where people actually live each year, not where they lived 10 years ago. This change would reduce fraud, ensure tax dollars are distributed fairly across all states, and make our democracy more responsive to the people. The technology exists. The data exists. What’s missing is the will to update a 200-year-old process. I urge you to introduce and support legislation to make this happen. Sincerely,
