Oppose Trump Administration's Pro-Russia Peace Plan for Ukraine

March 7

I am writing to urge you to oppose the Trump administration's leaked 28-point peace plan for Ukraine, which imposes unacceptable conditions that favor Russia while undermining Ukraine's sovereignty and security. This plan requires Ukraine to cede territory to Russia, reduce its military capabilities, and permanently ban NATO membership. These terms reward Putin's illegal invasion and aggression while leaving Ukraine vulnerable to future attacks. Excluding Ukrainian President Volodymyr Zelenskyy from peace talks with Putin is particularly troubling. No legitimate peace process can occur without Ukraine at the negotiating table, determining its own future. The timing of this plan is especially concerning given recent escalations, including deadly Russian drone attacks on Kyiv that continue to kill civilians. Rather than holding Russia accountable for these war crimes, this proposal legitimizes Putin's territorial gains and weakens Ukraine's ability to defend itself. This sets a dangerous precedent that military aggression will be rewarded with concessions from the victim. I also ask you to support the bipartisan Ukrainian Adjustment Act, H.R. 3104, which protects Ukrainian refugees currently in the United States. Many of these individuals fled Putin's invasion and now face deportation under current administration policies. They deserve protection and stability while their homeland remains under attack. Any peace agreement must respect Ukraine's territorial integrity, allow Ukraine to determine its own security arrangements including potential NATO membership, and hold Russia accountable for its invasion. Peace cannot be achieved by forcing the victim to surrender to the aggressor's demands. I urge you to publicly oppose this flawed peace plan, advocate for Ukraine's inclusion in all negotiations, and support H.R. 3104 to protect Ukrainian refugees. The United States must stand with Ukraine's right to sovereignty and self-determination, not enable Putin's imperial ambitions.
