I am writing to express concern about the Safeguard American Voter Eligibility (SAVE) Act and efforts to move federal election legislation quickly through Congress. Protecting election integrity is important, but significant changes to voting policy should be debated thoroughly and transparently. Fast-tracking legislation that affects voter registration raises concerns about federal government overreach into responsibilities traditionally handled by the states.
State and local governments administer elections and must manage voter registration systems, polling access, staffing, and compliance with existing laws. A nationwide requirement for documentary proof of citizenship to register for federal elections could create unintended barriers for eligible voters and place additional administrative burdens on state election offices. Expanding federal authority in this area risks upsetting the constitutional balance between national oversight and state sovereignty.
I urge you to slow consideration of this legislation and work with state officials, election administrators, and the public to ensure any reforms strengthen election security while respecting federalism and maintaining public trust.
