HB 479(2026) is poorly written

To: Rep. Bracy Davis

From: A constituent in Ocoee, FL

November 22

Just read HB 479(2026). (1) It aims to repeal Fla. Stat. 373.591, which isn’t clear from the subject and may violate the single subject rule in Florida’s constitution? (2) it aims to preempt county and municipal standards for water and pollution. Which, also, is gross. Please propose the removal of the repeal, a new summary, and forming the bill as a counties and municipalities needing to meet *minimum* standards for water quality and pollution control. Preempting the field prevents counties and municipalities from allocating their resources in the way they want to make water and pollution better than what the state wants. And let’s be honest, with the way this state moves to protect Florida sugar, privatized beaches, and Alligator Alcatraz, I don’t want Florida state government preempting the field on water quality or pollution. If Maggard is truly concerned about this issue, he should have no problem with these changes. Ty
