I am writing to urge you to immediately investigate and oppose the $55 billion Pentagon contract WEXMAC 2.2, which appears to authorize military-style operations on U.S. soil. This contract, publicly available on sam.gov under contract ID fc38d5a3e2b049f6ab71ef32b113e003, covers "the United States and Outlying Territories" and employs war zone terminology that should alarm every constituent concerned about civil liberties.
The contract language is deeply troubling. It repeatedly refers to U.S. territory as a "theater," military terminology typically reserved for war zones. It explicitly prepares for "the six phases of the continuum of military operations," including Phase 3 called "Dominate," which involves combat operations. When these same phases were implemented in post-9/11 Middle East operations, they resulted in over 940,000 deaths. The contract also enables "Joint, Intergovernmental, and Multinational operations" domestically and requires 72-hour response capability to "emerging requirements."
This $55 billion contract is separate from the $45 billion allocated in the recent appropriations bill for immigration detention expansion, though both represent unprecedented militarization of domestic policy. The administration is already purchasing warehouses in small towns including Hagerstown, Maryland, Surprise, Arizona, and El Paso, Texas, where an 8,500-bed facility is planned.
Community resistance has proven effective. Warehouse owners have refused sales under public pressure, Kansas City passed a moratorium on non-city-run detention facilities, and a Canadian company cancelled a Virginia warehouse sale to ICE. However, federal action is essential to stop this broader militarization.
I urge you to demand full transparency on WEXMAC 2.2, introduce legislation to prohibit military combat operation planning on U.S. soil, and block funding for these Forward Operating Bases. Our communities deserve protection from this dangerous expansion of military authority over civilian populations.
