Why don't you arrange a group visit of the Governor, several key mayors and some Legislators to visit both Finland and Austria to assess and learn from their successful 'Housing First' programs. The homeless blight is a needless shame, cost, and debilitation. Not only would such a trip and subsequent implementation of a close variation of their 'Housing First' programs be smart for the State, it coincidentally could be good for you politically, if you do not sandbag it to please 'conservative' voters and donors.
