I am writing as your constituent to raise concerns about Jared Kushner-linked luxury resort developments in Albania, including projects near Sazan Island and the Vjosa-Narta protected area.
Reuters has reported that Albania approved a luxury resort linked to Kushner’s company and granted it strategic investor status. BIRN and Reporter.al have connected Kushner-linked plans to the Zvërnec area near the Vjosa-Narta ecosystem — one of Europe’s last wild river deltas. BirdLife International has reported bulldozers operating in this protected landscape without clear permits, environmental review, or public consultation.
Albania is a NATO ally and EU candidate country. The conduct of U.S.-linked political figures operating abroad — and whether they are receiving special treatment from a foreign government — is a legitimate matter for congressional oversight.
I ask that you consider four specific actions: requesting information from the State Department about whether U.S. officials have raised transparency or anti-corruption concerns with Albania about these projects; asking the House Oversight or Foreign Affairs Committee to examine whether U.S.-linked investors are benefiting from non-transparent land concessions abroad; requesting a review of whether U.S. ethics, anti-corruption, or disclosure laws are implicated by these projects; and supporting transparency around ownership, financing, permits, and environmental review for developments in Sazan, Zvërnec, and Vjosa-Narta.
I am not opposed to U.S. investment abroad. I am asking that it be held to the same standards of transparency and legal compliance we would expect anywhere. A NATO ally’s protected coastline should not be handed over through opaque deals to politically connected investors.
I respectfully ask your office to respond with whether you are willing to raise this issue with the relevant committees or federal agencies.
