I urge you not to pass the Homeland Security Appropriations Bill within the FY2026 appropriations package unless it includes specific, enforceable controls on Immigration and Customs Enforcement (ICE) operations, with increased Congressional and Senate oversight. There is substantial evidence that ICE currently lacks adequate internal controls and oversight mechanisms. Without these safeguards, there is a significant risk of continued misuse of resources and violations of Constitutional rights. I respectfully request that you withhold funding for ICE until these issues are addressed and meaningful reforms are implemented. Please ensure that any appropriations for ICE are contingent upon the establishment of robust oversight and accountability measures. Thank you for your attention to this critical matter.
