I am writing as your constituent to urge you to oppose any effort to attach the SAVE America Act to a budget reconciliation bill.
The Senate parliamentarian has already ruled that this voter ID and proof-of-citizenship legislation does not qualify for reconciliation, because it is not primarily a budgetary measure. Reports indicate Speaker Johnson’s response has been to restructure it as a state grant fund for voter ID implementation, in an apparent effort to make election policy look like spending so it can pass with 51 votes instead of the 60 normally required.
Whatever one’s views on voter ID requirements, changing federal election law through a budget process built for fiscal matters, specifically to bypass the normal Senate threshold, undermines the deliberative process the reconciliation rules exist to protect.
I want you to oppose the inclusion of the SAVE Act in any reconciliation package on these procedural grounds, and that you support the parliamentarian’s ruling being respected rather than circumvented.
