I respectfully request Senate Judiciary Committee oversight into the newly reopened California City Immigration Processing Center, now the largest ICE detention facility in California (2,560+ beds), operated by CoreCivic in the Mojave Desert【1】【2】. Multiple verified reports confirm that this facility began housing detainees prior to securing the required city business permit or municipal authorization【3】【4】. Concurrently, firsthand accounts from legal observers and regional press have already documented allegations of medical neglect, sanitation failures, and coercive or retaliatory treatment inside the facility【5】【6】. This sequencing — detention infrastructure activated before legal compliance and public oversight — is historically significant and deeply concerning. This activity is reminiscent of the earliest phase of the Third Reich, before formal legislation openly authorized political detention, when the regime strategically established facilities in remote or economically distressed areas, under the language of temporary administrative necessity. Infrastructure preceded law — and normalization followed. That pattern — not the ideology, but the sequence of state power versus public oversight — is what history warns democracies never to ignore. Requested Senate Judiciary Oversight Actions 1. Determine under what federal authority detainee intake began before municipal permit compliance. 2. Require public disclosure of the CoreCivic–ICE operational contract, inspection regime, and medical staffing obligations. 3. Guarantee immediate access for non-ICE-affiliated, independent civil rights and medical inspectors. 4. Assess whether continued intake should be paused until legal compliance and safety standards are transparently established. This is not a policy debate — it is a constitutional and procedural oversight matter. California must not allow detention infrastructure to outpace due process or state sovereignty. I address this jointly to you because of your shared authority on the Senate Judiciary Committee, where this concern directly belongs. Thank you for your leadership and immediate attention.
