Article I, Section 9 of the Constitution states that no money can be drawn from the Treasury unless appropriated by law. Congress must decide how much and under what conditions, money can be paid to Iran. I may be an 75-year-old guy who doesn’t get out much, but do I know that if you “win” a war, as Trump is claiming, you don’t pay the loser $300B. Fox News commentator Marc Thiessen said that giving billions to Iran is like offering “the Marshall Plan to rebuild Germany while the Nazis were still in power.”
