If this filing seeks to extinguish, waive, or preempt legal claims through negotiated or unilateral procedural mechanisms, it raises urgent separation-of-powers and accountability concerns that Congress cannot ignore.
This matter demands scrutiny because it may:
Undermine judicial authority by attempting to bypass normal adjudication of claims
