I am writing to you with grave concern regarding the Israeli naval interception of the Global Sumud Flotilla, an international convoy of civilian boats carrying humanitarian aid and passengers—including approx 22 American citizens—attempting to reach Gaza. Reports confirm that Israeli forces have boarded multiple vessels in international waters, detaining activists, parliamentarians, and human rights defenders from around the world. The situation raises urgent questions that require your immediate attention and action: 1. Safety of American Citizens. U.S. citizens are aboard these vessels. Their safety, humane treatment, and access to legal and consular protections must be guaranteed. Congress has a responsibility to demand immediate clarity from the State Department regarding their status. 2. Legality of the Interceptions. These boardings occurred in international waters. Under international law, including the UN Charter and the San Remo Manual on naval warfare, a blockade’s legality is highly contested—especially when it results in the collective punishment of civilians. Israel’s enforcement methods must be scrutinized, not uncritically accepted. 3. Humanitarian Imperative. As your constituent, I ask you to: • Demand immediate public clarification from the State Department about the number and condition of Americans detained. • Call for Israel to release all detainees and guarantee their safe passage home. • Support an independent international investigation into the legality of Israel’s actions against the flotilla. • Urge congressional hearings on U.S. policy toward Gaza, including the humanitarian and legal consequences of endorsing the blockade. The Global Sumud Flotilla is a reminder that civil society is stepping in where governments have failed. At the very least, Americans who join such humanitarian missions deserve the protection of their elected officials. Silence in this moment would not only betray those citizens but also compromise the United States’ credibility on human rights and international law.
