Investigate Russia's escalating sabotage campaign against Europe and take concrete action to counter it. NATO itself described the threat level as "record high" in 2025. The International Institute for Strategic Studies documented over 50 Russia-linked sabotage events across Europe from 2022 to mid-2025, including arson, undersea cable cuts, railway attacks, GPS jamming, and assassination plots. This is not speculation. Polish and Lithuanian courts have convicted perpetrators. Finland seized a Russian-owned ship after undersea cables were cut. British courts found the Wagner Group directed an arson attack on a Ukrainian-linked business in London. Russia's GRU is running this campaign from inside Russian territory, recruiting proxies online and paying them in cryptocurrency to maintain plausible deniability. The goal is to destabilize every country that supports Ukraine. Allowing admiration for Putin to soften America's response to this documented hybrid war is a strategic failure. Europe's security is America's security. Stand with our allies, strengthen intelligence sharing, and make clear that this shadow warfare carries real costs for Russia.
