Dear Representative, As your constituent, I am writing to urge you to support, co-sponsor, and help advance H.R. 4831, the Enhancing Necessary Federal Offenses Regarding Child Exploitation (ENFORCE) Act. The Senate passed its companion legislation, S. 3021, unanimously, demonstrating strong bipartisan support for updating federal child-exploitation laws to address the realities of generative artificial intelligence. The urgency of this issue became especially clear in United States v. Anderegg. On August 25, 2026, the U.S. Court of Appeals for the Seventh Circuit affirmed the dismissal of a federal possession charge involving obscene, entirely AI-generated depictions of children. The court explained that existing Supreme Court precedent controlled because the images did not depict actual children, while emphasizing that rapidly advancing generative AI has complicated the legal framework governing this material. Congress now has an opportunity to modernize federal law. The ENFORCE Act would strengthen enforcement provisions involving obscene child sexual-abuse material and AI-generated or manipulated material, helping ensure that offenders cannot evade appropriate consequences simply because new technology has outpaced statutes written for an earlier era. Please support H.R. 4831 and encourage the House Judiciary Committee and House leadership to advance the legislation for consideration. Protecting children from sexual exploitation should remain a bipartisan priority, regardless of whether the abuse is facilitated through traditional media or emerging artificial-intelligence technology.
