I am writing as a constituent to make my position unmistakably clear. Congress must not advance, pass, or negotiate any Department of Homeland Security appropriations until enforceable reform La and accountability measures are in place. No funding. No procedural shortcuts. No business as usual.
The killing of Renee Good during a federal enforcement operation has raised serious questions about use of force, civil rights protections, and oversight of ICE and related agencies. The Department of Justice must open a full, independent investigation into her death. Anything less signals that federal agents operate beyond meaningful accountability.
Funding DHS while these questions remain unanswered tells the public that Congress is wiling to underwrite abuse, secrecy, and impunity. That is unacceptable.
I am demanding that you withhold support for any DHS or ICE funding until the following conditions are met:
First, a transparent and independent DOJ investigation into the killing of Renee Good, with the findings reported to Congress and the public.
Second, formal Congressional oversight hearings examine ICE operations, use of force standards, and civil rights compliance.
Third, binding statutory conditions on DHS funding that enforce accountability, restrict use of deadly force, and require independent oversight.
No one gets a blank check. No agency gets funded first and reformed later. Reform comes first or funding does not move.
I expect a written response explaining your position and intended actions before the January 30 funding deadline.
