Urge Immediate Impeachment Proceedings for Unauthorized Military Attack on Venezuela

To: Sen. Padilla, Rep. Liccardo, Sen. Schiff

From: A constituent in Menlo Park, CA

January 3

I am writing to urge you to initiate impeachment proceedings against President Donald Trump for his unauthorized military assault on Venezuela that resulted in the capture of President Nicolás Maduro and his wife Cilia Flores. This pre-dawn attack on Caracas represents a clear violation of constitutional authority and international law that demands immediate congressional action. The military operation involved Delta Force troops conducting strikes on multiple Venezuelan targets, including La Carlota military airfield, Fuerte Tiuna military base, the national assembly building, and the Cuartel de la Montaña barracks. At least seven explosions were reported across Caracas beginning around 2am. It remains unclear whether Trump consulted Congress beforehand, as constitutionally required before any declaration of war. This unilateral military action against a sovereign nation without congressional authorization constitutes a fundamental abuse of executive power. The international response has been swift and alarming. Colombian President Gustavo Petro confirmed Venezuela was under missile attack and called for an emergency UN Security Council session. UN Special Rapporteur on Human Rights and Counter-Terrorism Ben Saul condemned this "illegal aggression" and "illegal abduction," explicitly calling for Trump to be investigated. Cuba's President Miguel Díaz-Canel denounced the operation as "state terrorism." Venezuela's Defense Minister Vladimir Padrino López called it "the greatest outrage the country has ever suffered." This operation follows a five-month pressure campaign that has already killed at least 110 people in US strikes on suspected drug trafficking vessels. Legal experts have suggested some of these strikes could amount to war crimes. The Venezuelan government has warned this military aggression risks plunging Latin America into chaos, and Colombia is preparing for a massive influx of refugees. The Constitution grants Congress alone the power to declare war. Trump's unilateral military assault on a sovereign nation without congressional authorization represents an impeachable offense that threatens both constitutional order and international stability. I urge you to act immediately to hold this president accountable.
