It is time for Congress to take a leadership role in the war with Iran. Trump has failed to meet the goals that he had when he invaded Iran. The Iranian people did not rise up against their authoritarian leaders. Trump ignored admonitions that Iran could shut the Strait of Hormuz, and appeared to underestimate Iran’s capacity to retaliate and inflict damage on America’s allies in the region. And Trump has repeatedly revised terms already agreed with the Iranian mediators, frustrating the Iranians. Each revision erodes a little more of Iran’s confidence that Mr. Trump will stick to an eventual deal. The current stalemate makes the United States appear weak, and could hasten a more decentralized international order. Congress now needs to be strong.
