I am deeply concerned by President Trump’s escalating actions and rhetoric toward Venezuela, which news reports show are pushing the United States toward an undeclared war. Military threats, sanctions paired with force, and talk of regime change make clear that this administration is laying the groundwork for armed conflict without the consent of Congress or the American people. The Constitution gives Congress the sole authority to declare war, and that responsibility cannot be ignored. If the administration believes war with Venezuela is necessary, it must present clear evidence and seek formal authorization from Congress. Otherwise, Congress must act immediately to block any illegal military action and prevent another reckless and unauthorized war.
