Stop Flock and All ALPR Surveillance in Our Community

To: Sen. Alsobrooks, Rep. Elfreth, Sen. Van Hollen

From: A verified voter in Arnold, MD

April 18

I'm calling on you to immediately terminate all contracts with Flock Safety and other Automated License Plate Reader vendors operating in our jurisdiction. These AI-powered cameras are tracking millions of innocent residents without warrants, probable cause, or our consent. ALPRs capture comprehensive data on every passing vehicle including location, time, make, model, and even identifying features like bumper stickers and roof racks. This data gets stored indefinitely and shared with thousands of agencies nationwide. Once it leaves our community, we have zero control over how it's used or who accesses it. The system has already led to wrongful arrests, profiling, and documented cases of police officers stalking ex-partners. There's no substantial evidence these cameras actually prevent crime despite what vendors claim. What they do create is a detailed location history of law-abiding citizens going about their daily lives. We need you to end these surveillance contracts now and pass strong regulations governing how any location data can be collected, accessed, and shared. Our community deserves transparency and control over systems that track our movements. This surveillance infrastructure violates our fundamental right to privacy.
