I am writing to urge you to champion a fundamental shift in our nation’s immigration system by abolishing ICE and returning immigration functions to a strictly civil framework, similar to the former Immigration and Naturalization Service (INS).
• Decoupling Law Enforcement: Immigration is a civil matter, yet the current structure treats it as a branch of the criminal justice system. Separating these functions is essential for administrative efficiency and human rights.
• Restoring the "Service" in INS: By moving back to a service-oriented model, we can prioritize processing, naturalization, and integration rather than surveillance and apprehension.
• Focus on Stability: A civil-first approach allows families to remain together while their cases are adjudicated, fostering community stability rather than fear.
