President Sheinbaum has made clear that Mexico did not authorize joint operations on land or in the air, yet these agents were participating in raids on suspected drug labs when their vehicle crashed. This contradicts the Chihuahua State Attorney General's claim they were merely "instructor officers" doing training work. Reuters reported in September that the CIA has been running covert operations in Mexico for years, but the scope and legal authority for these activities remain unclear.
Where is Congressional oversight? The executive branch cannot deploy intelligence operatives in foreign countries without proper authorization and transparency to Congress.
