Dear Mr. President, I write to you with a deep sense of urgency regarding the ongoing war in Ukraine and the restrictions currently imposed on the use of U.S.-provided weapons. As the world witnesses the continued aggression by Russia, it is clear that Ukraine needs to maximize its defensive capabilities to safeguard its sovereignty and territorial integrity. This includes the ability to strike military targets deep inside Russian territory where necessary, to degrade Russia’s war-making capabilities and deter further aggression. The restrictions limiting Ukraine’s ability to use the weapons we have provided, while understandable from a strategic risk perspective, hinder Ukraine’s capacity to take the fight to the heart of Russian military operations. Russia’s indiscriminate attacks on Ukrainian cities, civilians, and infrastructure have shown that the current limitations favor the aggressor, allowing Moscow to escalate the war at will while Ukraine is restrained in its response. Lifting these restrictions would allow Ukraine to hit key Russian military assets, disrupting the supply lines, command centers, and logistics hubs that fuel the war machine devastating Ukraine. By doing so, we would send a powerful message to the Kremlin that the international community, led by the United States, will not tolerate unchecked aggression. It would also demonstrate our commitment to a free and secure Ukraine, capable of defending itself fully against an aggressor that shows no sign of relenting. The risk of escalation is low because Russia has repeatedly demonstrated its inability to respond militarily in a manner that would threaten the broader conflict. Its forces are stretched thin, its logistics faltering, and its capacity to project power effectively has diminished over the course of the war. Moreover, the de-escalation policy employed by your administration has failed. We now see North Korea openly joining Russia’s genocidal war, sending troops and military support to fight alongside Russia. This dangerous new alliance shows that restraint has not deterred aggressors; it has emboldened them. Allowing Ukraine to strike back at military targets within Russia could shorten this war, reduce human suffering, and restore stability in Eastern Europe. This would also send a clear signal to other authoritarian regimes that territorial aggression will not be met with timid or incomplete responses. The world is watching, Mr. President, and history will remember whether we acted decisively or allowed aggression to dictate the course of events. We urge your administration to reconsider these restrictions and stand firmly with Ukraine in its fight for freedom. Providing our allies with the full range of tools they need to secure peace, including the ability to neutralize threats at their source, is essential.
