Ghost Jobs artificially inflate the perceived health of a business or industry, but hurt the morale and productivity of the people who apply. Implement legislation that requires employers to be serious about their job postings - by charging to post them, and charging to withdraw without hiring. Make these funds taxes. Direct them towards job-seeker development funds.
It is standard practice for many large businesses to have a variety of job postings — until a budget or business roadmap check-in. Applying legislation that nominally penalizes these businesses will encourage strategic, purposeful job listings, with an intent to fill the position. Legislation that ties taxation to a timeline for hiring — increasing over time as the position stays open — incentivizes businesses to fill positions appropriately and promptly.
I'm writing to encourage our legislature to design a system that encourages real employment opportunities, and discourages false listings.
