I urge you to vote against NORRA of 2025. This legislation aims to severely restrict the authority of federal district courts to issue injunctive relief orders that would apply beyond the specific parties involved in a case. While proponents may argue it upholds separation of powers, the bill undermines a crucial function of the judiciary as an independent third branch of government. The ability of federal judges to issue broader injunctions serves an important role in ensuring the uniform and consistent application of federal law across the nation. These orders help prevent conflicting rulings in different jurisdictions and provide a timely resolution when critical constitutional rights or federal policies are at stake. Depriving district courts of this power would diminish their ability to uphold the rule of law and safeguard the rights of all citizens. Furthermore, the exceptions outlined for multi-state challenges appear unnecessarily complex and could lead to further litigation over their application. Rather than a sweeping constraint, any concerns about overreach should be addressed through existing appellate review processes. The federal judiciary must retain its authority to impartially interpret the law and protect the rights enshrined in the Constitution. For these reasons, I strongly urge that NORRA not be enacted into law.
