There is a budget neutral answer for DHS funding, since all our money is going to war. DHS already has more money than it needs to pay for all their missions. Make DHS share money among their agencies to pay all their employees. This war makes funding Homeland Security NOW a necessity. If you can't agree on whether federal officers who work on American soil must follow the Constitution, at least make DHS use the money it already has to protect the homeland with all the tools in their toolbox. They're going to need it, we learned how wars in the Middle East undoubtedly inspire terrorists against U.S.
