I am requesting a formal Congressional investigation into foreign influence risks affecting U.S. policy organizations, including the Heritage Foundation and any affiliated entities. Recent shifts in U.S. political and policy behavior toward Russia—combined with destabilizing proposals and governance strategies advanced by individuals and networks associated with the Heritage Foundation—raise serious national-security and democratic-integrity concerns. When organizations play a direct role in shaping federal staffing pipelines, executive-branch policy frameworks, and legislative agendas while operating under donor-opacity protections, the potential for concealed foreign leverage becomes a matter requiring oversight. This request is not about ideology. It is about national-security risk management and transparency. I am asking you to support and/or initiate: 1 A formal inquiry into whether any foreign-linked individuals, shell entities, intermediaries, or pass-through funding mechanisms connected to Russia—or any other foreign adversary—have provided financial, strategic, or material support to U.S. policy nonprofits involved in federal governance planning or advocacy. 2 A review of enforcement gaps involving: ◦ Foreign Agents Registration Act (FARA) compliance, ◦ Nonprofit donor-disclosure exemptions and donor-advised funds, and ◦ Pass-through grant structures that obscure beneficial ownership of funds. 3 Transparency requirements for organizations that materially influence federal policy, executive staffing pipelines, or national-level governance frameworks, ensuring the American public and Congress can assess whether foreign influence risks exist. Organizations that influence national policy should be able to withstand objective scrutiny. If no foreign influence exists, an investigation will confirm that. If vulnerabilities exist, Congress has a duty to address them. Please inform me whether you will request intelligence briefings, support oversight hearings, or pursue legislative action to strengthen transparency and protect U.S. democratic institutions from covert foreign influence.
